The Grandest City, also called Filling the Roost, is a quest assigned by Croon. The assignment is to give a Sackolantern to Coox. Even though the description seems like you were given the Sackolantern to give to Coox, you must wait until much later in the game, and build a Compressor workstation to build the Sackolantern.
